Alpine Health provides integrated acute health, community health and community and aged residential services for residents and visitors of the Alpine Shire.

Urgent Care

- Alpine Health provides an urgent care service at each of its three main sites (Myrtleford, Bright and Mt Beauty) across a 24 hour period seven days per week. This service is provided for the treatment of conditions requiring urgent attention.

Bond Assistance

    Centre Against Violence

    Centre Against Violence (formally known as Upper Murray Centre Against Sexual Assualt) provides free and confidential counselling for people affected by family violence and/or sexual assault, whether past or recent. We provide services to victim/survivors of family violence and/or sexual assault. We provide sexual assualt services to male and female adults, young people, children and their parents or caregivers.

    CAV provides services for people living in the eastern Hume region of Victoria. The region includes the following areas: Rutherglen, Wangaratta, Chiltern, Wodonga, Beechworth, Yackandandah, Tallangatta, Upper Murray, Bright, Myrtleford, Oxley and Mansfield. We provide counselling services in Wangaratta, Wodonga and Benalla.

    Please ring us to talk with a Counsellor/Advocate and arrange an appointment. CAV family violence and sexual assault counsellors have relevant professional qualifications, and specific training and experience in family violence, sexual assault and/or trauma counselling and advocacy.

    • work together in cooperation with other providers of children, young people and family services.

    Child Protection Services

    What do child protection services provide

    Child Protection provides child-centred, family-focused services to protect children and young people from significant harm caused by abuse or neglect within the family. It also aims to make sure that children and young people receive services to deal with the affect of abuse and neglect on their wellbeing and development.

    The role of the Child Protection Service is to:

    • Receive reports from people who believe a child needs protection from abuse or neglect.
    • Provide advice to people who report cases of abuse or neglect.
    • Investigate when a child is believed to have been abused or is at risk of abuse or neglect.
    • Refer children and families to services in the community for ongoing support and harm prevention.
    • Take matters to the Children’s Court if the child’s safety within the family cannot be guaranteed.
    • Supervise children on legal orders granted by the Children’s Court.

    Mandatory reporting of child abuse

    Some professionals such as doctors, nurses, police and school teachers are legally obliged to report suspected child abuse. In addition, any person who believes on reasonable grounds that a child needs protection can make a report to the Victorian Child Protection Service. It is the Child Protection worker’s job to assess and, where necessary, further investigate if a child or young person is at risk of significant harm.

    There are a range of services in our community that aim to support families and protect children. These can be categorised into three levels:

    • Universal (primary) services – are offered to everyone in the community. They include antenatal services (pregnancy counselling and advice), maternal and child health services, and preschool education. These services aim to provide support and help to prevent abuse and neglect.
    • Secondary services – identify and reduce the personal and social stresses on parents that may lead to family breakdown or child abuse. Services include in-home family help, financial or family counselling, respite care, and various parenting and self-help groups.
    • Tertiary (statutory) services – are for children who are or may be at risk of significant harm, and for whom intervention is needed for their ongoing safety. These services include the statutory Child Protection Service and Placement Service for children who are unable to live at home. Generally, where families are experiencing difficulties, it is more appropriate that less intrusive community-based professionals and agencies attempt to assist. Referral to the Child Protection Service occurs only where children and young people are at risk of significant harm.

          Gateway Health – Men’s Behaviour Change Program

          Timely and appropriate responses to men who use violent and controlling behaviour are seen as a key component of an integrated family violence system. Men’s Behaviour Change offers a 12 week program for men who want to change their violent and controlling behaviours. The Department of Human Services offers this program through their funded agencies in four locations across the Hume Region: Wodonga, Wangaratta, Shepparton and Seymour.           Junction Support Services has been operating in the North East Region of Victoria since 1989. Junction currently services the Wodonga, Towong, Indigo, Wangaratta, Moria, Benalla, Shepparton, Strathbogie, Mitchell and Murrindindi local government areas and parts of the Mansfield and Alpine local government areas. Junction is an independent, not-for-profit community service organisation providing high quality and innovative services to single adults, families, women and children and young people living in the Goulburn Ovens Murray areas of Victoria.           Junction Support Services provides a diverse range of services and programs into the Eastern Hume Region. These include:

          Intake and assessment worker

          Intake is the entry point for all programs offered at Junction Support Services: The Intake and Assessment Worker coordinates the intake and assessment process for the organisation, offering a flexible response in meeting the needs of children, young people, single adults and families looking to access Junction programs. The core purpose of this role is to provide an entry into Junction programs, interim response until case managed, and to ensure that clients and external services are directed to the appropriate program/service. External services and members of the community can contact the Intake and Assessment worker to discuss possible referrals.

          Families and Single Adults Program: 25 yrs+

          This program offers 13weeks of case management to adults who are or are at risk of becoming homelessness to achieve stability and independence and link with the community. Adults are supported to link with education, employment and explore all accommodation options, advocacy, referral and practical assistance. Referrals are received from housing organisations, community services, police; self and family. Allocations to the Families and Single Adult Program for case management is through RHNL Prioritisation list and Junction Intake.

          Family Violence Intensive Case Management Initiative: 18yrs+

          This program offers 26 weeks of case management support, to individuals currently experiencing or who have recently left the relationship. Individuals are supported to develop safety plans, access risk and develop support within the community and advocacy, referral and practical assistance. Referrals are received from housing organisations, community services, police; self and family, to Junction Intake.

          Integrated Family Services: individuals, pregnant or parenting with children 0-18yrs.

          This program offers 13-26 weeks of case management support to families to maintain accommodation achieve stability minimising the need for intervention from child protection through advocacy, referral and practical assistance. Referrals are received through ChildFirst (UMFC). Referrals to Child First can be made by services or family or self.

          Children’s Resource Program – Hume Region

          The Hume Region Children’s Resource Program is designed to raise awareness of the issues faced by accompanying children in the homelessness & family violence sectors. In doing this, they aim to build on existing skills of workers in the sector and encourage organisational orientation to child inclusive practice.

          Homeless Children’s Specialist Support Service – Hume Region (Staff in Shepparton and Wodonga)

          This service provides support to children who accompany families receiving case management support from homelessness and family violence assistance agencies in the Hume region. The Homeless Children’s Specialist Support Service incorporates a suite of four support responses to children and families (where the child is the primary client), including: assessment and case planning support (stream one); enhanced case management support (stream two); therapeutic group work (stream three); and individual counselling (stream four). The service model involves collaborative work with other agencies and referring workers with Co-Case Management and shared co-facilitation of groups.

          Children’s Family Violence Counselling (Wodonga/Wangaratta)

          A free and confidential service for children who are in need of counselling and additional support due to their experience of family violence and/or homelessness.

          This may include:

          · One-on-one counselling for children (0-18)

          · Sibling groups

          · Education on impact of trauma on children’s behaviour and feelings

          · Developmental needs

          · Referrals for appropriate services

          · Information, printed materials

          · Advocacy

          Adolescent Counsellor 12-18yrs (Wodonga)

          This program provides counselling to young people in various forms including: one on one counselling and group work. The adolescent counsellor practices    include assertive outreach in order to engage high risk adolescents incorporating a number of therapeutic interventions. For existing JSS clients.

          Youth Support Program

          The youth support program offers support to young people (15-25 years old) who are homeless or at risk of becoming homeless. The programs aims to support  young people in obtaining long term accommodation and to assist in overcoming any barriers(mental health, drug and alcohol abuse, etc) to sustain their independence by referrals and advocacy to services within the community. . External services and members of the community can refer.

          Supporting Young Parents

          This program aims to provide support and assistance to young people (15-25 year olds) who are homeless or at risk of homelessness and are pregnant or parenting. The aim of this support is to strengthen the life and/or parenting skills of these young people, with a focus upon assisting them to obtain and maintain stable accommodation. The program provides intensive case work, group work and referrals to the local community for, tenancy, parenting, education, social and recreational activities. External services and members of the community can refer.

          Creating Connections 15-25yrs.

          The program provides a more intensive response and longer term support for young people(15-25 year olds) who are at risk or have a long history of homelessness and have complex support needs. Through case management this programs supports young people to attain and sustain independent living. The programs primary focus is on assisting young people into to the private rental market, education, employment and to participate positively within the community.  External services and members of the community can refer.

          Leaving Care Program: 16-25 years

          This program is a voluntary program which provides long term case management support. This program is targeted to young people who are exiting Out of Home Care, are at risk of homelessness or are experiencing homelessness, have been subject to a Custody or Guardianship Order on or after their 16th birthday and possess the abilities to transition to independent living. The program aims to assist young people in a range of areas, some of which included housing, education, employment and stability and independence in the community.

          Leaving Care Mentoring Program: 16-25 years

          Through the support of volunteer mentors the Leaving Care Mentoring Program aims to provide young people leaving Out of Home Care with the opportunity to build and develop their independent living skills, positive relationships with adults within the community, to promote personal relationships and skills that prevent social isolation. Mentors play a key role in assisting young people through individual support, advice and guidance and by helping in practical ways that are important in this transitional period of a young person’s life.

          Adolescent Support Program: 10-17 years

          The Adolescent Support Program is a voluntary program which provides case management support to young people and their families. The program aims to provide support to ensure the young person is able to continue to reside in the family home. It also includes regular contact with the parents, school, emotional and social support. Furthermore, the program aims to prevent child protection involvement, or further child protection involvement. Referrals can be received from the community or child protection.

          Finding Solutions: 10-17 years

          Finding Solutions is a voluntary early intervention program, which is used as an alternative to the involvement of child protection. All referrals are made by the child protection intake team once a notification has been made and it is deemed that statutory involvement is not required. All referrals which are accepted require a response within 48 hours. Finding Solutions provides case management with its’ primary aim to prevent further child protection involvement. Furthermore, a holistic approach is taken which involves regular contact with the family, school, emotional and social support. A waitlist is not held for this program. If the program is at capacity, an Adolescent Support Program referral can be considered.

          Intensive Case Management (ICMS): The ICMS program works with young people aged between 12-18 years who are currently on Child Protection orders. Workers hold a case load of 6 with the aim that the young person will receive intensive support during the period they are on their Child Protection orders. Referrals can only be received from the Department of Human Services as all cases are contracted to the agency.

          Transitions:  The Transitions program is focused on young people as they are starting to exit the care system. The target group are between 16 to 18 years and have been on a Child Protection Order which is due to expire.  The worker will work with the young person in relation to moving out of Foster Care or Residential Care and into an independent living environment. The worker will work on skill development with the young person as well as supporting them to complete all housing applications.  There two lead tenant properties attached to this program for the young people to live in for a period of time whilst they are developing their independent living skills. .

          Wodonga Youth Refuge:  aims to provide safe stabilising accommodation, providing a cycle breaker for young people in need of support. The Youth Refuge focuses on supporting young people to develop the skills and link into resources to help them break the cycle of homelessness. This unit provides 24 hour supervised and supported accommodation for up to four homeless young people in a voluntary capacity. There is a Specialist Practitioner and Case Worker whose role is to work towards early intervention and prevention of youth homelessness as well as re-engaging in education and where appropriate encourage family/ carer reunification.

          High Risk Residential Units: Using a therapeutic approach to our practice, we aim to provide a physically and emotionally safe living environment for young people residing in our houses who are on Child Protection Service orders. Junction Support Services has management of five residential units in the Wodonga/ Wangaratta area. The units provide 24 hour supervised and supported accommodation and are supported by the ICMS Case Managers and Transitions worker.  The Houses are also supported by the behaviour pathways coordinator who provides internal training and support to the residential care workers.

          - Intervention orders

          The court can make intervention orders to protect people who have experienced violent, threatening or abusive behaviour.
          There are two types of intervention orders:

          • a family violence intervention order helps to protect you from a family member who is violent to you
          • a personal safety intervention order helps to protect you from someone, other than a family member, who makes you feel unsafe

          - Specialist Jurisdictions 

          The Magistrates’ Court of Victoria offers a range of programs and services which improve the Court’s responsiveness to Victoria’s diverse and growing community. Specialist Courts seek to identify and address the complex issues that may have led to a person’s contact with the justice system with the aim of reducing re-offending. This promotes a safer and fairer community. Specialist Programs include the Drug Court, Koori Courts, Court Integrated Services Program (CISP), Credit/Bail Support (CBS) and the Assessment and Referral Court List (ARC).

          - Family Law

          The Magistrates’ Court has jurisdiction to hear and determine matters related to state laws and some federal matters. The Family Law Act 1975 gives the Magistrates’ Courts certain powers to deal with family law matters. The Magistrates’ Court of Victoria has the power to hear a similar range of matters related to children, property and intervention orders as the Federal Magistrates’ Court however its powers are limited by the legislation and developed court procedures.

          - Civil

          The Civil Jurisdiction of the Magistrates’ Court hears disputes arising from debts, claims for damages, other monetary disputes or equitable relief. Cases in the Civil Jurisdiction fall into three broad categories: General, Workcover and Industrial.

           – Criminal Proceedings

          The criminal jurisdiction of the Magistrates’ Court of Victoria hears and determines all summary offences and some indictable offences. The Court also conducts committal hearings in relation to serious indictable offences that must be finally determined in the County or Supreme Courts.

          Men’s Behaviour Change Program

          Timely and appropriate responses to men who use violent and controlling behaviour are seen as a key component of an integrated family violence system. Men’s Behaviour Change offers a face to face program for men who want to change their violent and controlling behaviours. The Department of Health & Human Services offers this program through their funded agencies in four locations across the Hume Region: Wodonga, Wangaratta, Shepparton and Broadford.
